Russia mobilized 12 million men and lost 9 OTL. I don’t see how Japan and the Ottoman Empire can plausibly push Russia into mobilizing anywhere near that many men, so I don’t foresee most of those shortages mattering. Russia won’t suffer several million losses a year here.
