The More things change, The More they stay the same: A Post-WWII TL



World War Two ended much like World War One; sure one side "beat" the other, yet the problems that led to the war in the first place were not resolved. The Axis and the Allies duked it out, neither getting a decisive victory until the Americans nuked Berlin
. The Germans surrendered, and the Italians as well as the Japanese followed suite. Having used a nuclear weapon on a Western nation, a blow had been dealt to the United States's reputation overseas. It would have been no problem if they'd used it on Japan, but though necessary, the European nations were wary that one day it might be used on them. Meanwhile, the Soviet Union was also establishing control over Eastern Europe as well as Japan. The British? They were more intact than they would have been had the war not dragged on longer. Then there was Nazi Germany, who though beaten were not out. The fear for all the peoples of the free world and the communists was that the Nazis would make yet another bid for world domination. Though the world seemed to be having a tentative peace it was readying itself for the next round of fighting. Nothing had changed.

The Allies were demanding unconditional surrender from 1943 onward. Given the same alignment of forces in this timeline as in OTL, why would the Allies, especially with the U.S. in possession of a-bombs and willingness to use them against Nazi Germany, allow a surrender that kept the Nazi regime INTACT?!!?!


Is there a POD I'm missing here, because otherwise this makes no sense.
