WI: Heydrich not kicked out of the German Navy?

What if Heinrich Himmler's right-hand, Reinhard Heydreich, hadn't been court-martialed and dismissed from the Reichsmarine? Would he have been a surface-ship or raider commander in WW II, or gone to U-Boats and served under Doenitz in some capacity instead? Which does beg the other question: who does Himmler select to form the RSHA and SD?
 
One outcome might have been a few more convicted Kreigsmarine war criminals. Raeder was able to keep Nazi influence in the Kreigsmarine to a minimum. Heydrich as a raider captain may well have made Von Ruckteschell seem like a Sunday school teacher.

Replacement in the SS. Himmler might have breathed more easily. Maybe Eichmann would have had the job as a faceless beuracrat or if Himmler was more adventurous Sepp Dietrich.

Whoever had the job as gaulatier of Czeckoslovakia would probably have been assassinated so Lidice may have gone ahead although knowing Dietrich's luck he would have survived but given his record on the approaches to Dunkirk, reprisals would have been taken
