WI no Swiss unification

WI the Swiss never federate in the 19th century and remain a loose confederation?
Sure, its Switzerland, post renaissance they've never exactly rocked the boat so the impact won't be on a par with other nations not unifying. But still. The effect of having a bunch of small, semi-united statelets filling in the area rather than a strong neutral capable of putting up a fully unified defence, could have a bit of an impact whenever any of Switzerland's neighbours feels a bit ethnic nationalist.

In order to achieve this, you need the Liberal revolutions of 1848 and the Sondebund War to go the other way. Which given the massive demographic strength of the protestant powers in the latter probably requires outside intervention.
